I'm not sure which bumper you have, but if it has trim moldings, you need to pry the 2 side moldings out first and just pull them out. There's about 4-5 clips along the top and bottom. Then pull the middle molding w/ bracket out. You can get a replacement strip with out lic. plate bracket at a dealership for about $25-30.

There're 2 screws holding the license plate holder to the bumper so u just need to remove them and pull it out. :)
